Camposol - Mazarron council open meeting held on September 27

Mazarrón Council hold questions and answers meeting on Camposol Urbanisation
The meeting with members of the Camposol community and local groups started shortly after 11.00 at Marianos Restaurant, the officials present being the Mayor of Mazarrón, Ginés Campillo, and Deputy Mayor and Councillor for Town Planning (Urbanismo) and Infrastructure Gaspar Miras. The Councillor for Camposol and International Relations, Silvana Buxton, joined the meeting a short time later.
There were approximately 40 to 50 participants at the start of the meeting, when the Mayor opened the floor for questions. The the main subjects covered were:
Avenida de los Covachos (dual carriageway)
The repairs and resurfacing plans for Avenida de los Covachos through sectors C and D are going ahead and work should begin in 6 to 8 months once the draft specification of works is complete, which should take around 4 months. Following that the construction contract will be put out to tender and when awarded the work can begin. Work on other outstanding problems on Avenida de los Covachos are to be coordinated with the asphalting project.
The order of work is expected to be: 1 – asphalting, 2 - pavement repairs and finishing, 3 - street lighting, 4 - road signage and marking.
Rambla de Los Aznares next round table meeting
The next round table meeting for the diversion of the Rambla de Los Aznares has been delayed, initially due to the run up to the elections on May 28 and latterly because the new officials in the regional government were not appointed until September 14 and 25 and the CHS (National Government) also is also affected by a potential new government. The next meeting is now due to be held on Wednesday October 11th, time to be decided. Currently Option 3 has been all but abandoned and Option 4 is the only option being assessed, which takes a route outside the urbanisation infrastructure to the west.
Street lighting
Replacement lighting has commenced on Sector C and will continue in the coming months to other sectors. The council is exploring the best options and is seeking to use some of the €2.9million from the Justo and Manoli SL (Grupo MASA) bank guarantees settlement for this work. There were requests from the audience for solar lighting and specific lighting on the roundabouts to improve safety, Gaspar Miras answered that the council would work to technical reports on the type of lighting.
Modifications of the Plan Parcial
The Plan Parcial, which is lodged with the authorities, is the development plan originally drawn up for the urbanisation but does not to a great extent reflect what the developer Justo and Manoli SL actually built. So modified plans will have to be drawn up to reflect Camposol as it is now rather than what it was supposed to look like on the original Plan Parcial.
The procedure is currently being examined by regional authorities and the project to complete the new Plan Parcial is expected to take 4 years. Eventually it will provide a factual plan of the urbanisation so that future major project planning in both public and private areas can proceed (an official suspension has been in place since April 2016).
A question was later asked about how the improvements for Camposol will be funded and the delineation was clearly stated. Private roads and areas are the responsibility of the owners within each Polígono and public roads and areas are the responsibility of the council.
Other questions from the audience
The white lines near Consum supermarket on Sector B need repainting, and it was clarified that the road markings would be completed when road repairs are finished. This may have been a misunderstanding as the road repairs are planned for C and D sectors.
There are no direction signs for sectors C and D until those sectors are reached. this makes it difficult for those unfamiliar with Camposol to find their way around. The questioner was asked to supply details of what signs were considered as required.
Car parking in the Consum car park should be entirely for disabled drivers as they need it and healthy people can park further away and walk. The Camposol Business Association is currently in negotiation with the council over parking at the commercial centre - the car park outside Consum is owned by Grupo MASA, who would need to be consulted.
The garden waste skip at the end of Calle Esparraguerra has not been emptied for many weeks. The response was that the waste removal companies have a schedule they work to and much of the problem is caused by unauthorised dumping by contractors employed by residents, who charge for disposal and then dump the waste in the public areas. Residents were encouraged to report any fly-tipping to the police for action to be taken and to take photos of offending vehicles so they can be identified. The questioner was also encouraged to take photographs of the green waste and forward via the Linea Verde app for action. Note. This skip was emptied within 24 hours of the meeting.
One attendee complained that the water supply on D15 loses power every evening, meaning that he cannot take a shower on return from work. The Councillor for Urbanismo took note to look into this.
There were complaints about the new recycling point on C sector adjacent to the golf course roundabout. It was explained that the council are only going to be using the space required to take the rubbish and recycling containers off the road, leaving a buffer area between the recycling point and the hotel. Part of the delay in opening the facility was the Council are looking at opening the centre with a hut and personnel to try to prevent people fly tipping in that area, this has created a delay while staff are recruited.
A question was put to the Mayor over whether after taking the role of the developer they have taken responsibility for the completion of Camposol: it was pointed out that the council has NOT yet taken the role of the developer.
A questioner asked how big an urbanisation had to be to have a permanent police presence. The response was that when the council took over in 2019, there were only 12 local officers for the entire municipality and even with the extras that have been recruited since, it does not allow for 24/7 presence in any one area of the municipality.
A question was asked on behalf of the CRA about the flow of detailed information about plans and action taken by the Council in Camposol. It was suggested that a spreadsheet with project progress and timescales may assist in this process.
